You did not give so much Information about your problem, Is it a local network ? or Internet ? anyway, I think a Firewall can help you in that, and you have to be an advanced user of it and know how to handle it. I am not talking about the very lazy Windows Firewall, The best one is Kerio Personal Firewall.

Your best bet would be to use a program such as (or the program itself) ZAP (Zone Alarm Pro) One of the many features in ZAP is to ban an IP. It will have a list of ip’s that are currently connecting to your network, from this point you can choose to “Ban / Block ip” This will keep the ip from accessing your network. Also you can directly input ip’s that you would like to block. I’m sure there are other programs capable of this action, this is just what I use. It is a very powerful tool but it does cost money to use.
